It pays the exact commuters whose 10 to 15 minute delay clears an overloaded transit stretch, verifies each shift actually happened, and settles the payout automatically. Buyers are those already paying for the crush: event operators first, transit authorities next. Settlement is rail-agnostic: today it runs agent-to-agent over x402 with a funded Base Sepolia receipt, and the same proof-gated flow can settle over Stripe or any fiat rail a sponsor prefers.
